Why do Kansas Republicans look so much like fascists?

I used to use the rule of thumb that those who try to muzzle speech OR create a one party system are fascists. That may sound heavy handed, but consider that there are many politicians who want to muzzle free speech and/or attempts to completely stop it altogether.
In the past I have frequently gone after Republicans who don't want to have to deal with other people's opinions.
In recent years Republicans have taken on that "anti-government"- pro-libertarian philosophy. I have always seen Republicans are leopards who cannot change their spots. So I knew the libertarian philosophy was only skin deep. 
Among the many authoritarian examples of behavior include a new law, House Bill 2234, designed to muzzle those who support stopping climate change. According to this new rule, professors and Kansas university employees wouldn’t be able to criticize or praise lawmakers, the governor or other elected officials in letters to the editor if they use their official titles.
In my opinion such violations of free speech sound like fascism and no amount of mislabeling can change the fact that the Republican Party does not want intelligent people flaunting their credentials when they criticize ignorant politicians who rely on the idea of; "what people want rather than the science behind it.”
There is absolutely no logical reason for such laws. This is a clear violation of university person’s constitutionally protected rights. They are for violating free speech and nothing else. Republicans have so much control of the Kansas Government they actually believe they can pass gag laws and no-one will actually call on this for what it really is—fascism!
They are passing these laws because they can and nothing more.
There is some speculation that Gov. Bob Brownback and his legislative supporters will put a stop to Wichita’s vote on marijuana. So far the vote is still set. It would be a violation of our voting rights to just stop an initiative that so many people worked hard to put on the ballot. That would be another violation of our right to choose and express ourselves. It's not much different than the anti-voting laws Kris Kobach has passed in the guise of voter fraud. For about 20 cases of fraud a new law was passed that stopped almost 18,000 people, mostly poor people, minorities and immigrants, from voting. Who really believes it is about voter fraud?
Another totalitarian-like move is a new proposal to make ALL elections partisan, especially the local elections for the school board. Until now the school board has been about "what is best for the schools." Now they will be just another test of Republican alliance to the Gov. Brownback agenda. Brownback also wants to change the way Kansas Supreme Court justices are chosen—being elected—so they have to satisfy Republican sensibilities rather than having the right credentials to the job.
Brownback and his cronies know how coopt the majority of votes in Kansas to get what they want and to manipulate the public. Many Kansas vote Republican regardless of the issues. So all our Gov. has to do is make sure that every office has Republicans running. It is like fascism in the sense of creating a de facto one party state.
