The government in Peru
likes to brag that they have virtually won the war against the Communist Party
of Peru
(AKA Shining Path). Yet they have extended a state of emergency in most of the
states were PCP was active. It looks like they are talking out of both sides of

The Executive decided to extend for 60 calendar days, the
state of emergency in seven provinces and 38 districts in the departments of
Ayacucho, Huancavelica, Cusco and Junín, which make the area the Valley of the Apurimac , Ene and Mantaro rivers (Vraem) .
The measure will be from September 17 in the districts of
Huanta, Ayahuanco, Luricocha, Santillana, Silvia, Llochegua, Canayre, Pucacolpa
Uchuraccay and the provinces of Huanta and La Mar in Ayacucho. Also in the
districts of Pampas, Acraquia, Colcabamba, Daniel Hernandez, Huachocolpa,
Huaribamba, Quishuar, Salcabamba, Salcahuasi, San Marcos de Rocchac,
Surcubamba, Tintay Puncu, Quichua and Andaymarca Tayacaja province in
Huancavelica.
Also included are Kimbiri
districts, Pichari, Vilcabamba, Inkawasi and Villa Virgen de Cuzco province of
the Convention; Coviriali districts, Llaylla, Mazamari, Pampa Hermosa, Pangoa
and Tambo River in the province of Satipo; Andamarca and Comas districts of the
province of Concepción; and the districts of Santo Domingo de Acobamba and
Pariahuanca, province of Huancayo, Junin.
During the state of emergency will remain suspended
constitutional rights to liberty and personal security, inviolability of the
home, as well as to freedom of assembly and movement.
The Joint Command of the Armed Forces continue to assume
control of internal order while the measure is in force. The National Police of
Peru will contribute to achieving this objective in the departments, provinces
and districts identified.
