In a new and surprising move, the United Communist Party of Nepal (Maoist) has begun declaring some small sections of Nepal as autonomous regions. According to Nepalnews.com:
Maoists declare two more states
The UCPN (Maoist) on Wednesday announced two more autonomous states - Newa and Tamsaling - defying calls from several quarters to withdraw the autonomous state declaration programme.
UCPN-M chairman Pushpa Kamal Dahal 'Prachanda' declared Newa autonomous state amid a function organized at Basantapur in the capital today afternoon.The Maoist proposed Newa autonomous state comprises Kathmandu, Bhaktapur and Lalitpur districts.

The UCPN(M) has been deadlocked with the other political parties over the issue of civilian control of the government. A stalemate contuse as the Maoists continue to push for a change in the military leadership. The move to declare autonomous regions may be a tactic to protect bases the party has created in several rural areas of the country.

Maoists have not breached peace accord by declaring states: Thapa
A day after declaring Magarat autonomous state from Tansen of Palpa, Unified CPN (Maoist) general secretary Ram Bahadur Thapa 'Badal' has claimed that the party has neither violated the Comprehensive Peace Agreement (CPA) nor challenged the supremacy of the Constituent Assembly by declaring states based on ethnicity and region.He also dismissed government's accusation that the party is trying to derail the peace process with the move as "baseless".

We were sitting onthe sun light in an open field, a group of armed police force started firing withbullet and tear-gas cells as it appeared on the ground. Women and the childrenstarted to weep and run out of the field. I injured by the bullet and fell onthe ground- the injured land-less Bal Bahadur BK informed the journalists in ameet under his treatment.

The strike proclaimed by the United National People’sMovement has been succeeded in a historical way. The transportation, academicinstitutions, industries, and the government offices are totally closed. Thestreets are open and the people are happily walking and involving themselves inthe activity that has been arranged against Dundejhari massacre by the puppetgovernment. Showing solidarity to the strike, the people are spontaneouslytaking part.
The puppet government has deployed armed police force torepress the strike all over the country. The people, on the street, are citingslogans to resign the murderer government. However, on the other hand, thepuppet government is giving threaten to the people to deploy army openly.
