AND THE REVOLUTIONARY PEOPLE COMMITTEES!
Dear comrades, dear people,
We are going to celebrate
the 12th anniversary of the creation of our Party with great enthusiasm and
fervor. On September 21 has great importance for our Party and for
revolutionaries. On September 21 of 12 years ago, two revolutionary
currents joined to form the PCI (Maoist). Our Central Committee sends its
most cordial revolutionary greetings to all members of the Party, the
commanders and soldiers of the Guerrilla Army of People's Liberation (EGLP),
the leaders and members of the new democratic popular governing bodies, the
revolutionary organizations of Masses, the Party sympathizers and the
revolutionary masses. Our Central Committee also extends its sincere
revolutionary greetings to the Maoist parties and to the organizations of
different countries that are part of the solidarity movements that, throughout
the world, support the people's war in progress in our country.
Over one hundred and fifty of our dear comrades lost their precious lives in the revolutionary struggle over the past year, since we celebrated the 11th anniversary of our Party. Among them were comrades who belonged to the national leadership of the Party and members of its base; Platoon commanders and members of popular militias; There were from leaders of popular revolutionary governments and mass organizations to ordinary people. Comrade Chirag (East Bihar Special Zone and North-East Jharkhand), Comrade Vasanth (Orissa) and Comrade Lachchanna (alternate member of the Dandakaranya Special Zone Committee) belonged to the National Directorate or to the Special Areas Directorate. Comrade Ravi (Secretary of the Eastern Division Committee of the Andhra-Orissa border area), Comrade Satish (Southern Zone, Bijapur), Comrade Rama (Seendri Lingo, Kalinganagar Division, Orissa), Comrade Sunil Of Maad, Dandakaranya), Comrade Rajitha (Northern Gadichiroli Division, Dandakaranya) and Comrade Soni (southern Bastar, Dandakaranya) belonged to the management level of the Zonal or Division Committees. Let us remember the thousands of heroic martyrs who have given their lives since the days of the peasant armed revolutionary movement of Naxalbari and pay our humble homage to each and every one of the fallen comrades this past year, with whom we fight shoulder to shoulder against the enemy in This popular war to reach the high objectives of the Revolution.
Our Central Committee also
pays tribute to the heroic comrades who gave their lives at the service of the
various movements that, led in different countries by Maoist parties,
organizations and groups, are fighting for the world socialist revolution. Also
it pays tribute to true democrats as BD Sharma, unwavering friend of our Party
and the New Democratic Revolution taking place in the country, which always wanted the greatest possible success .
In the last ten months
since the eleventh anniversary of the formation of our Party, its cadres, EGLP
soldiers, popular revolutionary committees and revolutionary and democratic
organizations, the masses of our country and especially those who are part of
the movement revolutionary in areas of fighting, all directed by our Party have
fought heroically against the anti - social, economic, military, cultural
and environmental policies and pro - imperialist, especially against
Operation Green Hunt, who, with the help of the
imperialists, have put In practice brutally the fascist ruling classes. The
sacrifice of the martyrs in this war of resistance has an extraordinary
exemplary value, worthy of emulation. They gave their lives for a new,
just and egalitarian society where there is neither inequality nor
discrimination, nor exploitation of man by man. On this day when we
commemorate the 12th anniversary of the creation of our Party, we pledge
ourselves with our fist to continue with all our determination for the path
that the martyrs gave us to fulfill their dream of forging a new world. We
extend our condolences to all the members of the families, relatives and
friends of the martyrs, with the promise that the Central Committee will not
cease to support them.
The Central Committee hopes
that our fighting comrades who were wounded in combat will soon recover and
will soon be actively reintegrated into the revolutionary movement.
Let us now present to the
members of the Party, the EGLP forces and the broad masses the victories
obtained by the PCI (Maoist) thanks to the sacrifices of the martyrs and to
intensify their active and militant participation in the people's war.
Our victories:
B nder the leadership of the Party, PLGA has faced
mercenary police forces and paramilitaries of the ruling and exploiting classes
with the main objectives of becoming a People's Liberation Army (PLA), to
convert the guerrilla war In a war of movements and of making Dandakaranya and
Bijapur liberated zones. It also fights to protect the Party, the
revolutionary movement, the people and the organs of popular revolutionary
government, as well as to win new victories. On the other hand, enemy
forces, in the context of their low-intensity conflict policies, have
implemented various forms of state violence and white terror: they have
dedicated themselves to attacking peoples and their inhabitants, murdering
villagers, Have used sexual violence against women and destroyed the properties
and crops of peasants. Its objective is to divide the town. By
crushing the people under their boots, they try to stifle the popular yearnings
of a new democracy and a socialist society and to put an end to their
collective spirit. Independent journalists who have tried to bring to
light cases of state terrorism and police atrocities have described them as
Maoists, have been charged in judicial proceedings or expelled from conflict
zones. PLGA, under the leadership of the Party and with the help of the
revolutionary masses, has undertaken various campaigns tactical counter - offensives
in response to this counter - revolutionary war enemy forces develop
within the framework of Operation Green Hunt. In Kala Pahad,
Dabbakunta, Malewada and Chakkar Bandha the enemy forces suffered considerable
losses. In Chhattisgarh, Orissa, Maharastra, Telangana, the border region
of Andhra and Orissa, Jharkhand, West Bengal and Western Ghats the resistance
of EGLP soldiers materialized in the form of low and medium level tactical
offensive actions. More than 60 police officers were killed and 140
wounded in various guerrilla and red-resistance areas throughout the country.
At various levels, the whole Party has analyzed and
conclusions drawn on the two - year program of Bolshevisation (Study and
Application), the results, as expected, have been positive. In some areas
the decision has been taken to extend the campaign for another year. The
top leadership of the Party has decided to improve its theoretical and
political level and bolster itself in response to rapidly changing
circumstances. In that sense, we have decided to conduct social research. We
have undertaken field studies on the relative changes that have taken place in
the last decade in the field of production relations. Address,
collectively and at different levels, it has studied the reports, based on
a class analysis, in which it concludes that the standard of living of those
living in areas of the revolutionary movement has improved.
Since 2011, under the
leadership of the Revolutionary People's Committees (Krantikari Janatana
Sarkar), which has been establishing our Party at different levels, a
cooperative movement has been set up to "level land, divide and increase
The production thanks to the water supply for irrigation. This campaign
runs for 15-20 days each year. Where the Janatana Sarkars operate and on a
class basis, this campaign is carried out, which has become a revolutionary
tradition. This way of working is winning the hearts of the people. Police
and paramilitary forces committed brutal attacks in January and February 2016
to interrupt the tasks. In one case, police shot at the neighbors while
they were working, killing two villagers and wounding two others. Despite
this, the revolutionary masses topped the campaign before People's Power Day (February
10) and met the objectives. Despite continuing attacks, about 150,000 men
and women, on average, participated daily in this campaign. This fact
reveals its massive character. This campaign is also carried out in the
zones of the revolutionary movement in the border region of Andhra and Orissa
and in Orissa.
The Janatana Sarkars have concentrated on agriculture,
people's education, health services, defense of own Janatana Sarkars and small
industry. The Janatana Sarkars also have to deal with such tasks as the
release of detained comrades, financial support for their families, protection
of forests, replanting, etc. Due to the persistent drought affecting the
zones of struggle, the revolutionary mass organizations and the Popular
Revolutionary Committees have taken measures to combat the drought and bring
some relief to the people. We have also received different types of
donations from various popular sectors such as workers, democrats and
sympathizers of the revolutionary movement, which we have distributed.
In the areas of the
revolutionary movement and especially in central and eastern India, central and
state governments have signed memoranda of understanding with multinational
corporations and the bureaucratic bourgeoisie-buyer such as Tata, Essar,
Mittal, Jindal, Neco, Vedanta or Posco for To carry out various projects,
namely mining projects, large dams, forest reserves and natural parks,
mega-factories, thermal power stations, open pit mines, railways, etc. There
are powerful popular resistance movements against these memorandums of
understanding and against the thousands of police deployed to ensure the
implementation of these memoranda. This has allowed many projects to be
paralyzed. The first anti-displacement movements have emerged in the
border areas of Tamil Nadu, Karnataka and Kerala. The problem of
displacement in India is an issue that directly affects the very existence of
many people, especially moolvasis. Ultimately, it is the question of land. That
is why the people throughout the country have been demonstrating against the
antipopular policy of land acquisition, raised by the government of Modi. The
Orissa government and its mercenary forces are massively killing many people in
an attempt to end anti-displacement movements. Our Party encourages people
to unite these movements on a base wide with other forces and popular
defense organizations.
The
or democratic rganizations, religious minorities
and the Dalits and Adivasis of the areas where our movement is implemented are
moving towards unity in the fight against Brahmin-Hindu fascism. The
people of these regions do not stand idly by in the face of the hegemonic and
murderous policies of national-Brahmanic-fascist terrorists (Sangh Parivar), who,
with the help and support of the state, act outside any law and Constitution. On
the other hand, students, workers, women, writers, artists and progressive and
progressive journalists and progressive journalists seek to awaken the people's
conscience against Brahmanic-Hindu fascism. Our Party sympathizes with
them. All our efforts are directed at incorporating them into a unitary
movement.
The dominant classes have
announced for almost a decade that the Maoists are the greatest threat to the
country's internal security. The ruling classes have declared war on the
people in the regions where the Maoist movement operates. They have
deployed nearly 500,000 members of the police and paramilitaries. Unmanned
airplanes and half a dozen Air Force helicopters are watching from the sky. At
the end of 2015, the Indian government authorized the air strikes, which is a
turning point for the Indian revolutionary movement. The Air Force Garuda
Commandos have carried out attack exercises, causing the panic of the people. The
murders of fighters in alleged clashes with the police have also continued to
increase, which also enjoys total impunity to commit any atrocity against
women. Police mercenaries subjected the people to cruel torture, such as
impregnating the wounds of the detainees with salt and chilli powder or tying
them by the hands of a vehicle and dragging them on the ground. The police
also sexually rape women. In Chinna Gelluru, Pedda Gelluru, Budigin,
Pegadapalli, Kunna and other villages, have carried out savage aggressions
against women. Led by Kalluri, Inspector General of the SRP [State
Reserves Police] of Bastar, in the state of Chhattisgarh, state and federal
police forces, as well as the CoBRA Commands, are Committing brutal atrocities
against the people. Although Amnesty International has criticized the
police for failing to inform detainees' families of their arrest, central and
state governments have not taken notice. Democrats protest against these
fascist atrocities, both nationally and internationally. Intellectuals,
democratic forces, civil rights and human rights activists, adivasis support
groups, journalists, lawyers, women's organizations and various local
parliamentary parties, with the exception of the BJP, have decided to launch
Mechanisms to investigate the scope of these atrocities and condemn them. Raman
Singh and Modi and their police can not tolerate it. Police thugs have
resorted to physical attacks on Soni Sori, leader of the AAP ["Common
Man's Party", in Hindi]. In turn, DM Avasthi, Special Director
General of the Police, has described all these facts as mere false propaganda
of the Naxalites to defame the police and has branded all the forces that are
on the side of the people of "Maoists". The government dismissed
Sukma District Judge Prabhakar Gwal for not pronouncing rulings in Maoists
cases at the ruling of the government delegate in that district, which he had
to abandon on the grounds that there was a threat to his life.
State violence and white
terror have been unleashed in all areas of movement: in Chhattisgarh,
Maharashtra, Bihar, Jharkhand, West Bengal, Asom, Orissa, Andhra Pradesh,
Telangana, Tamil Nadu, Karnataka, Kerala , Madhya Pradesh and Uttar Pradesh.
The third phase of
Operation Green Hunt is creating the objective conditions for
the unification of the propopulares forces. On that basis, the Party has
sought in the past year organizing popular movements and popular resistance
movements against Operation Green Hunt, forging the unity of
workers, peasants, students, women, revolutionary intellectuals, democratic
propopulares forces And patriotic and adivasis support groups.
