The Senderos are becoming more active again


"Premier" (of Peru) "is genuinely anxious about the growing activities of the Sendero Luminoso"


"On Friday 27, chief of the Cabinet Pedro Pablo Kuczinsky has addressed the session of the Commission for the Defense of the Congress warning about the reorganization of "terrorists". Present were the Interior Minister Romulo Pizarro, a defense minister Marciano Rengifo, and the chief for the National Intelligence Advisory (CNI) Julio Raygada".

"But this time the Prime Minister did not want to detail the "terrorist actions", instead he emphatically pointed at the tactics of infiltration of Senderistas - especially ex-prisoners - in social and syndical organization".

"He emphasized that there is a worry about how the government manages the security.
According to the Defender of the Villages (DP), between February and September this year, Sendero Luminoso, have realized 60 actions of various characters including the well planed killings. Also, Narco-wood-fuel-trafficking in East Peru is accredited to S.L.".

"But, one of the biggest worry is a possible connection between the imprisoned Senderistas, and Senderista "outside" who continued devastating armed actions in the margins of the jungles. In June last year, the ´CARETAS 1876´ informed about the discovery of the letters by Elena Iparraguirre, a wife of Guzman, and other Senderistas prisoners, in one stronghold of the Artemio in Huanuco. For the police, this means that the jailed Senderistas advise and manipulate the actions outside".

"Finally, the Conflict Report of the DP, stated that the frustrations of the population have reached the boiling point, and this on the national level. Until September there were 70 troubling protests across the country; 19 still openly active and visible, 46 latently active i 5 resolved. The last resolved was the strike of the university professors, after 3 months of paralyzing strike-actions".

"Some of the worst problems for the State are between the population and the multinational mines, like in the case of Majaz in Cajamarca or, the last one which summarizes the long list - Las Bambas in Apurimac".

"Notoriously, however, the 63% of these problems are on the local levels, fundamentally in the rural areas over the economical hardship. On the 27 occasions the population resolved to violence to reoccupy the land from which they were evicted and for other injustices" (in favor to multinationals). "They stormed the offices of the town halls and councils and throw out the local representatives occupying them. Thus, Kutszinsky emphasis that the present situation holds the key and is the fertile ground for the violence."
